Three had identified a broad set of potential data monetisation opportunities, but needed clarity on which use cases were commercially viable, how to prioritise them, and what the value and risks looked like across different routes to market.

Confirmed and structured the monetisation landscape into two distinct opportunity groups: Identity Services and Intelligence Products
Identified and refined 16 priority use cases for validation, covering a range of customer needs and commercial applications
Assessed each use case against six market dynamics: Customer, Product, Timing, Competition, Finance, and Team
Facilitated structured use case evaluation and prioritisation, focusing on practical feasibility, market readiness, and differentiating value
Developed initial commercial sizing and valuation scenarios to support investment decisions and strategic direction
Produced clear recommendations on where to play, how to play, and what enabling capabilities and governance were required to proceed safely
